fleets don't come back...again, fleets don't come back...again

1 of my fleets returning from expedition is not coming back: they are at zero seconds from the returning point but they still show up as in flight.

I have 2 expeditions sitting at 00 seconds and not moving. Sure would be nice to have them back.
