Not sure you can reproduce the attack - or the report - but you CAN see the data being wrong on my account, and that my friend receive a different spy report (his spy level was low, but the data is different)
Regardless, all the data is here, as well as in my account - so you should be able to see it in your server data!
What happened was I found an abandoned +7day colony at coordinates stated above, in the battle log, and all screenshots. I sent my spy drones to check the planet.
The report I received was at spy level 8 and gave extensive data about the enemy. See screenshot #1 below.
Observe the data State the colony lack -12628 power, and state the colony is supposed to have 798 543 metal, 3264 mineral and 0 vesp.
Calculating the power for the defenses stated the defenses needed: 5101 - thus no defenses should be active.
I then sendt a fleet preparing for the 7 stealth fighters I was supposed to run into.
Result: Utter destruction of my fleet in 17 seconds...

I double and tripple checked the data, but the player had not returned, and the report was for the intended planet I attacked as seen in the battle report.
I then had my friend in Australia do a separate report on the same colony, see screenshot #2 below.
His report showed the colony DID have +9737 power and only 402 704 metal 1645 mineral and 0 vesp (so much less of everything than the report I received) but with his report I would never have attacked!
So I scanned again screenshot #3:
Now it STILL show the colony lack -12628 power, but the resources are now consistent with those of my friends report!
For safety - I added another screenshot showing the servertime has passed midnight 00:05:53 demonstrating the colony has still not been logged into - so nobody should have been able to turn on power and removed it again...
I am btw using an updated version of Google Chrome. - But that should also be available on my account data - The google chorme I use is essentially vanilla - no apps or plugins. I think I have experienced the problem once before, but am not sure. Usually the spy reports have been correct for me - for what I know.
I hope it is enough data for trying - you may ask me to do new scans if needed. I hope to recover the lost fleet if possible - I would never have done the attack with the result my friend got - though I have no clue if his report is correct(?), and why I keep getting wrong data here??

i think you will find that some one has hit that planet inbtween the spy reports as them reports are not in line with time ie not a few seconds between them that is why you see 2 differnt reports some1 else has already been and gone also he would of had ships/sats in the autorepair after a loss thats why he now has power

PhysiX, you are trapped in the operation of a Vespene Reactor.
When there is less than 1 vespene on the planet, the Vespene Reactor stops working and the energy drops.
But the vespene starts to build up.
When it becomes > 1, then the Vespene Reactor starts up and there is enough energy to start the defense.
And so it goes round and round.
For the same reason you have different energy values in your reports.
It is not a bug.
