recycling fleet returns early despite more cargo space, recyclers with small cargos not using avalable space

Your fleet was sent with staying time of 1 hour, so it returned after that time. Fleets do not extend their stay time if an option “return when there's no debris”, they can only return earlier with it.
Recyclers have their basic recycling speed equal to their capacity divided by 1 hour, so they were able to fill only so much capacity in that time. Transports only provide capacity, not recycling speed, so you need to set more staying time for fleet if you're using transports instead of recyclers.
This is not a bug.
